Best path from form to washing machine to lead creation

I am struggling to find the right path to do something here which makes sense to me on paper but I'm not really finding a clear way to do it in Eloqua.

 

We have an inquiry form which has 5 inquiry types, only 3 of which should create a lead. It also has three business unit types which determine where the lead goes.

 

Right now, when they submit an inquiry, contact record is created or updated, and a data object is created unique to the inquiry, with fname, lname, email (the link to the contact), business unit, inquiry type and the question or comment. The processing steps determine if its one of the three types and creates a lead.

 

I want to insert the contact washing machine into this process. And I need more flexibility in how a lead is generated. So my thought was - have the form create or update the contact, then the data object. Push the contact through the washing machine. And as the last step of the CWM, determine if the contact had just come through the inquiry form and route to a program which determines if any one of the three inquiry types was chosen, and route to the CRMOD update program for lead creation, or out of the program.

 

Is this the right or wrong way to do this? It seems complicated but Eloqua usually is! The area I'm stuck is in bold above. Do I need to use data card services instead of program builder here? Can I write to the starting step of the CRMOD update program from the card services? Are integration rules what I should be studying?

 

Is this even the right procedure for a form to submit, contact to get washed, and then lead to be created conditionally?
